Introduction
Our commercial bid team delivers solid commercial proposals aligned to our company policies and project requirements and collaborate with highly skilled and experienced teams across the organisation. They work in a multi-cultural environment across different Countries and Locations and contribute to the preparation of bids in a largely analytical environment that involve technical, strategic and business issues.
With the current COVID pandemic, working from home has been enabled by the internet and digital revolution. The backbone of this critical infrastructure is submarine cable systems. The role we are currently seeking involves working on obtaining permissions from government authorities across multiple countries allowing a submarine cable system to be built within their waters and on their land. It is the first critical step to any successful submarine cable project.

Senior Commercial Bid Executive ( for Vessel / Marine Industry )
Key Responsibilities :
- Planning, creation and development of tender submission documents and commercial contracting in accordance to company policies
- Provide analyses on project requirements to support accuracy in technical scope and calculations for bids
- Pricing and costing analyses including technical gap analyses in the cost estimations
- Leading and preparing all necessary supporting documents for tender and proposals
- Lead negotiations of commercial and contractual terms and conditions
- Leading and participating in internal and external review meetings
- Complete handover of the commercial and contractual terms and conditions and continued ownership to the execution team
- Kept abreast with all new and current local and global working practices to successfully deliver accurate diagnostics, technical data and information to support successful tender bids
- Organize multiple request for proposals and able to adhere to stringent deadline
- Ensure availability of resources for project execution
- Document and present, at the Bid Review stage, all risks associated with the Program execution
- Cross checking and providing final reviews of all tender bids
Key Requirements :
- Bachelor’s Degree in Civil Engineering, Maritime or equivalent
- Possess at least 5 years’ working experience in a marine-related industry and/or Oil & Gas Platform Submarine Cable Installation. Managerial experience is advantageous for the Senior position.
- Fluent in spoken and written English
- Strong mathematical background
- Strong analytical and problem-solving skills, with good attention to detail
- Willing to travel
- Competent in Microsoft Office
- Knowledge / exposure in marine industry will be an added advantage
- Ability to communicate well with all individuals at all level
- Able to work independently and as part of a team
- Working experience in marine off-shore projects in the submarine cable or telecommunications industry would be highly advantageous.
Operations Executive Assistant
Overall job description
To perform administrative activities supporting the Operations Department
Key Responsibilities:
- Data entry, data Processing and cross checking
- Visa application submissions and follow up.
- Arrange and coordinate staff travel itineraries and accommodation.
- Management of crew personnel files and required documentation.
- To take accurate minutes of meeting and ensure follow up on action items.
- Monitoring of deadlines and follow up instruction of them when necessary.
- Executing work tasks and preparing relevant documentation and reports.
Key Requirements:
- Min. Diploma in Business or equivalent
- At least 1 year working experience.
- Candidates with crewing background is preferred.
- Proficient in Microsoft Word, Excel, PowerPoint and MARDEP Administrative Systems
- Required language(s): Bahasa Malaysia, English
- Possess own transport.
Senior Permitting Executive
Overall job description
The Permitting Senior Executive will be responsible for various permitting projects that stretch across borders in the Asia Pacific Region, and will be overseeing the time frames, productivity, efficiency and accuracy of documents prepared for application of relevant permits. He will also be responsible for overseeing, training and evaluating junior members of the team and able to review and improve processes. He will possess maturity in dealing with government agencies and other stakeholders such as our principals and clients.
Key responsibilities:
- Organizing and performing day-to-day operations of various divisional licensing & permitting activities in relation to application acceptance, review & approval workflow, license/permit issuance, productivity as well as fiscal monitoring and reporting;
- Manage and oversee the processing of applications for various licenses and permits and ensures conformity and compliance to license requirements
- Monitor all fees collected and properly applied to processed licenses and permits;
- Monitor, manage, oversee and report on the approval workflow of applications for various licenses and permits in order to ensure licenses and permits are processed in a timely manner and promptly issued;
- Prepare communication and reports regularly to keep management and clients informed of the operation and progress of the application approval timelines;
- To ensure that issues and concerns are being appropriately evaluated, investigated, and resolved;
- Conduct and attend meetings of various internal and external stakeholders as it relates to licensing and permitting;
- Coordinate with project managers to ensure sites meet requirements
- Extensive travel may be required, ability and willingness to travel to various locations
Key requirements:
- Bachelor’s Degree in Law, Business, Maritime or equivalent
- 3 years’ experience in acquiring marine project permits, project site permits acquisitions, or related fields. Managerial experience is advantageous for the Senior position.
- Fluent in spoken and written English and Bahasa Malaysia. Any additional languages spoken will be a strong advantage.
- Resourceful, flexible and have the ability to react and respond quickly

- Excellent interpersonal, written and verbal communication skills
- Displays initiative and strong sense of personal motivation as well as responsibility

Key responsibilities
- Develop and oversee control systems to mitigate violations of legal guidelines and internal policies.
- Evaluate the efficiency of controls and improve them continuously.
- Revise procedures, reports periodically to identify hidden risks or non-conformity issues.
- Draft, modify and implement company policies and workflow processes across the organisation.
- Collaborate with corporate counsels and HR to monitor enforcement of standards and regulations.

Senior Project Engineer
Overall job description
Committed to provide key specialists to support each project undertaken, Optic Marine continues to grow and expand our Marine Installation team. We are currently seeking a dynamic individual who is keen to grow and develop project and operational skills in the Submarine Cable Industry.
Key responsibilities
- Provide on-site management & project supervision to meet project schedule, technical specifications, quality plan and safety requirements.
- Site coordination and management of subcontractors and other technical specialists.
- Liaison with client representatives for project execution.
- Daily reporting to Project Manager on project progress and problem solving.
- Active participation in Client/Project Delivery progress meetings.
- Management of detailed project plans, drawings, technical reporting and recording of technical data.
- On-site quality control, assist in field testing and inspections as per project quality plan.
- Manage site logistics of equipment, vessels and other materials.
- Monitoring and execution of Plan of Work, budgets and field resources.
- Execution of desk top studies and pre-project site studies and surveys.
- Provide technical and engineering support during on-site and offshore cable installation projects.
Key requirements
- Degree in Engineering (Civil, Mechanical, Electrical, or equivalent)
- Require analysis and design skills, project management methods and procedures, process improvement.
- Safety Management, Supervision, AutoCAD.
- Language: English, Bahasa Malaysia (Mandarin is an added advantage).
- At least 3 to 5 years working experience in offshore projects, submarine cable or telecommunications industry in a similar capacity. Training will be provided.
- Keen understanding of health and safety requirements.
- Candidates with exposure to the marine/offshore project work is preferred.
